A 31-year-old Primghar man was cited about 1:10 a.m. Monday, July 13, on charge of public intoxication and improper light on his bicycle.

The citing of Stalin Soon Wu stemmed from an investigation into a report of a man riding a bicycle without lights on Highway 59 north of Primghar, according to the O’Brien County Sheriff’s Office.

The caller said he nearly hit the bicyclist.

A deputy found Wu riding his bike south in the northbound lane and riding all over the road, according to court documents.

Wu was nearly struck by a motorist in front of the deputy.

Wu had the strong odor of an alcoholic beverage and admitted to drinking.
