Des Moines may require organizers to get permits and take extra
precautions after a cyclist was struck by an alleged drunk driver over
the weekend.
During Sunday's Urban Assault cycling event, three
riders were struck, with Gregary Wade Franck, 41, suffering serious
injuries, near Grand Avenue and 51st Street Sunday morning.
City
officials say it's the responsibility of the event organizer to get a
street use permit if the event intends to barricade certain public
streets or request police presence, said Kandi Reindl, assistant city
manager and special events coordinator.
"They did not come to us for any type of permit for this event," Reindl said.
Event
organizers didn't break any ordinance by not getting a permit, though,
since they didn't block any city streets. The police chief also has the
power to dictate city street use in the public interest, according to
the ordinance.
"If we would have had a hand in it, we would have
required a lot more than they had out there. We would have required
barricaded streets and police officers to be among bike riders," Reindl
said. "This will be something we look into after what happened ... if we
need to amend our ordinance."
Adventure Fits, the company out of
Boulder, Colo., that promotes the cycling event, did let police know
about the event. President Josh Kravetz stressed that Sunday's tragedy
was the fault of the reportedly drunken driver, not the riders or event
strategy.
"This could have happened to anybody riding at any time," Kravetz said.
