The Gazette STRAWBERRY POINT - Phyllis Holt, 84, of Winthrop, was charged with failing to yield to a pedestrian Saturday after the car she was driving struck a bicyclist who had stopped along the roadway. Holt was driving east on Highway 3, just east of Highway 187, and did not see the bicyclist, Lian (Ken) Runxiong, 20, of China, who was struck on the elbow by the car's mirror, the Fayette County Sheriff's Office said. The bicyclist was taken to the Regional Medical Center of Northeast Iowa and Delaware County in Manchester to be treated for minor injuries, the Sheriff's Office said. The accident had been reported as a hit and run, but Holt had returned to the scene by the time a deputy arrived, the Sheriff's Office said.
