Moline to consider pact for bike/pedestrian river crossing

Moline City Council members tonight are scheduled to consider an agreement with Illinois, the city of Bettendorf and the state of Iowa to pay for and maintain the proposed bicycle and pedestrian trail included in the plans for the new Interstate 74 bridge.
The memorandum of understanding among the four entities states that all four must agree to the future obligations and costs before the design can move forward.
The agreement states Moline will be responsible for 100 percent of the cost associated with the connection of Moline's existing trail and the new bike/pedestrian trail on the new bridge. The Illinois and Iowa Departments of Transportation will be responsible for 100 percent of the cost of placing the new path on the new bridge.
The estimated cost for Moline's portion of the work is about $115,000. The agreement also states Moline and Bettendorf will mutually maintain and operate the trail after the new bridge is completed and assume all risk of liability of property damage connected with maintenance and operation of the trail.
Maintenance and operational costs are not known yet because the level of maintenance that will be provided and the hours and seasons of operation have not been decided.
The city of Bettendorf will be responsible for the cost to design, construct, maintain and operate its connecting structure from the riverfront trail to the bridge.
The trail will be physically separated from the roadway and will be two-way, multi-use for bicyclists and pedestrians. The trail begins at the intersection of the existing ground level trail at River Drive and the southbound off-ramp in Moline. It will continue north over the Mississippi River on the west side of the approach spans and bridge and will end in the vicinity of the ground level trail at Bettendorf's Grant Street and the southbound on-ramp in Bettendorf.
Construction on the new bridge, which will replace the existing spans, isn't expected to begin until 2009.
In other business, the council will consider a Facade Improvement Grant Program request for Skills Foundation, 1122 5th Ave. in Moline. The company has plans to replace the windows on the north side of the building as well as to replace the windows and door on the west side of the building. They also will replace the wood trim on the north and west sides of the building.
The total cost for the project is $12,725 and the grant request is for $6,362.50.
President Stuart Olson said in a letter to the city that the windows in the building are single pane and drafty. They plan to replace the windows to make the building more energy efficient and more attractive.
